The cross border issue has been mentioned sort of in the this document (http://www.dhs.gov/xlibrary/assets/niac/niac-pandemic-wg_v8-011707....) but their recommendations, which I would characterize as on the low end regarding interdependencies, requested far more vaccines than allocated in the draft guidance.
