Terry,
You are correct. Its more of a guidance document for pandemic planning. It points out a lot more people in the critical infrastructure than are accounted for by the vaccine guidelines. I worry about how its actually going to get to the critical infrastructure and who is going to get it...once a pandemic starts we are going to be really questioning what is critical and what is not.
